When I let off the throttle it run high idle for about 5 seconds. Pulled the carb apart and cleaned, checked all the gaskets, checked manifold gaskets, everything is tight. Any input that may help?

Welch plug silicone needs redone, throttle shaft allowing air in,throttle butterfly screws loose not allowing butterflies to sit in bores correctly, crack in manifold or elbow, "checking" gaskets should be replacing with all new to eliminate the problem. Sand all surfaces flat before reinstallation.

Is there a seal on the throttle shaft?

There is a little foam cushion which helps some. However if the carb is old the shaft may wear slightly and allow air to pass through. What you could do is put a layer of RTV around the area and then repeatedly work the throttle to keep it from hardening fast so it still actuates correctly. What i've done a few times is remove the shaft and silicone the outer edge of the hole, wait for it to set up and reinstall the shaft and butterflies. I wouldn't recommend it unless you have the ability and tools to extract the screws and reinstall them correctly. I'd look here last on your list as this is a pretty rare problem.
