You don't have the gear on the hub right. Just loosen the gear and shift it on the bolts.
Which hub are you using, one piece or split hub. If it's the split hub, it could be the way you have it tightened.

Did you drill out the holes on the gear,if the gear is new you have to drill the holes out a little bit so the ends of the gears line up.

Sometimes you have to grind down the edges of the gear halves a little. Especially the odd number gears. I wouldn't ever enlarge the holes since then you'll never actually get them tight.
Make sure you are installing the gear on the hub so that the gap matches the gap in the hub. When using the 2pc hub i put the gear on with the halves so that i can make the final adjustments to the whole assembly.

could it be he isnt putting the gear on correctly? I was told always to have the numbers out for both halves.

It doesn't matter if you have the numbers out or in. With the one piece hub, if he has is really tight, it can be hard to get it to line up ti fir the chain good. I changed to a split hub, They are a pain to get set when you first put them on but after that is done, I've never had a problem with a gear. No gears drilled out and they go right on and line up nice.

I've had minor issues with the split ones from sprocket to sprocket. But mostly its just unbolt and rebolt the gear itself without touching the hub which is nice. There are a few gears i have (68t i believe) that the gear simply will not go on unless i loosen the hub a few turns on each side and reset it.
